Remarks: Fred nearly a hurricane friend continues to strenthen rapidly and the Mscat and quickscat are instrumental in loacateing the center of the storm it coninues to show great banding and a Central dense overcast looks to be takeing shape the MSCAT data and visible imigry would sugest that a eye is developing and may be upgraded to a hurricane later by next advisory at 11 pm .
